How do we insure adequate consideration for potential impacts on aquatic resources?

We need to determine the effects of different water withdrawal strategies on the spatial and temporal variability of usable habitat in order to predict a strategy meeting both the needs of the aquatic resources and those of agricultural, industrial, and municipal water users.

And, how do we implement this?

Using the principles of the Instream Flow Incremental Methodology (IFIM), we will model the hydrology and habitat of the North Fork Shenandoah using Physical Habitat Simulation (PHABSIM) software.
